The WebExpert is not available anymore. The company that developed it doesn't have the program listed in its portfolio anymore. However, I've analyzed its functionality and it appears that's a web editor. There are many other alternatives nowadays that you can use instead. For example, there is the product from Adobe called Dreamweaver that has the same functionality plus a ton new features.
Another solution is CoffeeCup HTML Editor, that provides the same functionality but more user-friendly.
I bought WebExpert 6 in 2004. Having a problem re-installing it on my new computer with Windows 10. I have the key for that version. Where can I get the download file for my version?

The problem with this application is related to its availability. I have accessed various websites to find this application, but none provide the details for it, which means it's most likely to be disabled or discontinued by the developer. This is directly related to the problems you're having, because if the software was discontinued, compatibility is affected as well, making it impossible to run on a newer operating system. Apply a compatibility tweak for the installation package. Right-click it and go to Properties > Compatibility. Select a previous version of Windows from the list and then launch the software again.
